The following
vision and mission statements describe the strategic direction that
the Innovation and Business Skills Australia will take within a
10 year timeframe:
Vision A VET
culture and infrastructure that will ensure the development and
promotion of skilled and innovative people and the achievement
of an internationally competitive skilled workforce
Mission The
Council will provide strategic leadership and quality business
planning strategies to support skill development services and
products for the industry. The Council will also create and continuously
improve the VET culture and infrastructure to meet future skill
requirements and support lifelong learning
Through its
vision and mission statements, the Skills Council will aim to
service the broad interests of the Innovation and Business industry
as well as the specific interests of each industry sector for
the long term. This strategic direction is supported initially
through the business planning process which can be broadly divided
into the following three separate stages:
Year 1
This first year of operation will see a focus on the creation
and establishment of the new Skills Council to take responsibility
from 1 July 2004 for products and services relevant to the Innovation
and Business industry. There will be a need to finalise carryover
projects and to concentrate on the remaining Training Package
review and extension projects. Activities relating to the provision
of both strategic and business advice will need to commence with
the implementation of the Business Plan. This year will see the
commencement of scoping and analysis required to develop an integrated
qualification and standards framework. The focus will also be
on the planning and implementation of quality systems and examination
of new business opportunities
Year 2
The second year will centre on the consolidation and establishment
of quality systems and further extension of new business opportunities.
Design and development work will be completed on the integrated
framework and finalisation of Training Package review and extensions.
By this stage it is anticipated that new positions will be created
and filled within the Skills Council including one focusing on
the management of commercial activities, and another focusing
on the collection and establishment of industry intelligence.
Year 3
This year will see a major growth in advisory and consultancy
activities together with a changing focus from review and extension
of Training Packages to the development of support and implementation
processes. The Skills Council will be in a position of generating
at least half of its funding through commercial activities including
the sale of products and services and from obtaining additional
funding outside ANTA.
